There are two VA refinances, and they are not interchangeable
The IRRRL — if you already have a VA loan
The Interest Rate Reduction Refinance Loan exists to make lowering your rate as close to frictionless as VA can make it. In most cases: no new appraisal, no new Certificate of Eligibility, reduced income and asset documentation, a reduced funding fee, and costs that can generally be rolled into the loan.
What it cannot do is give you cash. It is rate-and-term only. If someone is pitching you an IRRRL and also talking about paying off your credit cards, they are describing a different loan and you should slow down.
The VA cash-out — if you need equity, or you are not in a VA loan yet
The cash-out refinance does two distinct jobs. It lets you tap equity for a real purpose, and it lets you refinance a conventional, FHA or USDA loan into a VA loan — which is the part most veterans do not realize is available to them.
That second use is frequently the bigger win. If you are a veteran currently paying FHA mortgage insurance every month, moving into a VA loan removes that cost permanently, because VA has no monthly mortgage insurance at all. Depending on your balance that can be a few hundred dollars a month, every month, for the life of the loan.
Worth checking even if your rate is fine: if you are a veteran in an FHA loan, the mortgage insurance alone can justify a refinance independent of what rates are doing. That is a five-minute calculation and I will run it without trying to talk you into anything.
When a refinance is a bad idea
Often. Refinancing costs money, and financing those costs into the loan does not make them free — it makes them quieter. The honest tests:
- Break-even. Divide your total cost by your monthly savings. If you will move or sell before that many months pass, do not do it.
- Term reset. Dropping your rate but restarting a 30-year clock can cost more over the life of the loan than it saves per month. Sometimes that trade is right. It should be a decision, not a surprise.
- Net tangible benefit. VA requires the refinance to genuinely help you. This rule exists because lenders churned veterans through repeat refinances. Take it seriously as your own test, not just a regulatory box.
I would rather tell you to wait and have you call me in a year than put you in a loan that only benefits me.
About the mail you are getting
Close a VA loan and you will start receiving official-looking notices urging you to refinance immediately — some using government-style seals, some appearing to come from your servicer, some quoting a rate nobody will actually give you. VA does not mail or text you about your interest rate.

What is a VA IRRRL?
The Interest Rate Reduction Refinance Loan — VA’s streamline refinance. It refinances an existing VA loan into a lower rate with reduced documentation and, in most cases, no new appraisal and no new Certificate of Eligibility. It is deliberately the simplest loan VA offers.
Do I need an appraisal for an IRRRL?
Usually not. That is much of the point — it means your home’s current value generally does not block the refinance, which matters if you bought recently or values have softened in your area.
Can I take cash out with an IRRRL?
No. An IRRRL is rate-and-term only, with a small allowance for energy-efficiency improvements. If you need cash, that is the VA cash-out refinance, which is a different loan with full underwriting and an appraisal.
Can I refinance a conventional or FHA loan into a VA loan?
Yes, through the VA cash-out refinance — it works for rate-and-term purposes too, not only for taking cash. For a veteran currently paying FHA mortgage insurance, moving to a VA loan can eliminate that monthly cost entirely, which is often the whole reason to do it.
Is there a funding fee on a refinance?
Yes, and it is lower on an IRRRL than on a purchase or cash-out. As with a purchase, veterans receiving compensation for a service-connected disability are generally exempt. Confirm the current schedule at application — the rates are set by statute and change periodically.
How long do I have to wait before refinancing?
VA imposes seasoning requirements — a minimum number of payments and elapsed time before an IRRRL, plus a net tangible benefit test. These rules exist specifically to stop lenders from churning veterans into repeated refinances that only benefit the lender.
What is the "net tangible benefit" test?
A requirement that the refinance actually helps you: a meaningful rate reduction, a shorter term, or a move from an adjustable to a fixed rate, with the fee recoupment happening inside a defined window. If a refinance does not pass it, it should not happen — and I will tell you that rather than find a way around it.
Can I roll the closing costs in?
On an IRRRL, generally yes, within limits — which is how a streamline refinance often closes with little or nothing out of pocket. It also means the break-even math matters, because you are financing those costs.
I keep getting refinance offers in the mail. Are they real?
Some are legitimate lenders; many are designed to look like they come from VA or your current servicer and do not. VA does not text or mail you about your rate. If an offer is genuinely good, it will still be good after you have had someone you chose look at it.
